DEMOCRATIC VALUES
- The Democratic Party of Denver supports policies based on the values of fairness, equality, democracy, and sustainability.
- The Democratic Party of Denver is a party of inclusion. We respect the individual conscience of each American and welcome all our members to participate at every level of our party. We recognize that members of our party have deeply-held and sometimes differing views on issues of personal conscience. We view this diversity as a source of strength and we welcome into our ranks all Americans who may hold differing positions. We are committed to resolving our differences in a spirit of civility, hope, and mutual respect.
FOREIGN POLICY
Iraq
We oppose continued funding for the occupation of Iraq. We call for the withdrawal of all U.S. troops and mercenaries, the closing of all U.S. bases in Iraq, and the recognition of the United States’ obligation to help the Iraqi people rebuild their country. We support Iraqi ownership of Iraq’s oil and financial assets.
Diplomatic Policy
We support a foreign policy based on diplomatic engagement and we oppose the use of preconditions to negotiations, preemptive strikes, and threats by the U.S. or any of its allies. We oppose military acts of aggression against any sovereign country or any ethnic, religious, or homogenous group of people.
Palestine-Israel Conflict
We support a just process and a peaceful, equitable end to the Palestine-Israel conflict including an economically and socially viable two-state solution.
Fair Trade
We support fair trade agreements that guarantee worker protection, a living wage, environmental protections, limits on child labor, and human rights. We oppose “Free Trade” agreements that fail to uphold these standards.
Fair trade includes eliminating subsidies within the U.S. that undermine competition abroad.
International Law
· We support applying the laws agreed to in the Geneva Convention and habeas corpus to all prisoners and detainees.
· Guantanamo Bay Detention Center has outlived its usefulness—it should be closed, and those prisoners set free or brought to the United States proper and tried in the civil courts.
· We ask Congress and the Administration to work together in repaying the $1.5 billion debt the United States government owes to the United Nations for past dues and Peacekeeping expenses, as well as restoring America’s standing in the world community.
Military Spending
We strongly advocate for shifting the balance of spending away from defense spending and toward funding critical domestic programs. We urge compassionate care for veterans to include restoring Veterans’ Benefits and guaranteeing treatment for PTSD victims.
Genocide
We support United Nations initiatives to intervene where necessary to halt genocide anywhere in the world.
Cuba
We advocate for the normalization of diplomatic and trade relations with Cuba.
Iran
We oppose military action against Iran.
HEALTH CARE & REPRODUCTIVE RIGHTS
Universal Health Care
· We support guaranteed, quality, affordable health care for all through a not-for-profit single-payer financed system.
· We support the U.S. National Health Insurance Act (HR 676).
· We recommend a pilot project in Colorado that adopts the principles central to “The Colorado Single-Payer Health Services Plan” submitted to the 208 Health Care Reform Commission.
· Universal health care includes mental health coverage.
Reproductive Rights
· To promote health and well-being, Colorado residents shall be guaranteed affordable, safe, and confidential access to the full range of reproductive health services, to be provided without posing undue burdens or unwarranted governmental intrusion.
ECONOMIC POLICY
Economic Policy
· We support the reinstatement of a graduated method of allocating fiscal responsibility that will reduce the growing gap between rich and poor.
· We support the closing of excessive loopholes and government incentives given to large corporations.
· We support removing the cap on Social Security contributions.
· We support the restoration of fiscal sanity by reducing or eliminating our foreign dept and instituting true pay-as-you-go financial management.
· We support keeping jobs in the United States through economic incentives.
PUBLIC EDUCATION
· We advocate adequate Federal, State, and Local support for quality public education beginning in early childhood and available through the post-graduate level, including job skill training and continuing education.
· We support early and continuing intervention to close the achievement gap by providing high-quality, well-trained teachers and ensuring equitable allocation of resources to all classrooms.
· We oppose school vouchers which divert financial support from public education to unregulated private schools.
HUMAN RIGHTS
GLBT and Gender
· Employers, organizations, individuals, and all government agencies including the U.S. military must be prohibited from discriminating against others on the basis of age, race, religion, disabilities, gender identity, and sexual orientation. Civil Unions between same-sex couples should be recognized as a guarantee of the same benefits that are accorded to heterosexual marriages and heterosexual civil unions. Civil unions must be honored across state borders.
· We support an expanded definition of hate crime laws to include sexual orientation, gender identity or expression and disability; also known as the Matthew Shepard Hate Crimes Protection Act.
· We oppose the Federal Marriage Amendment and the Defense of Marriage Act.
Immigration
· We reject attempts to provoke isolation and xenophobia (fear and hatred of strangers or foreigners or of anything that is strange or foreign) against particular groups or communities among us, including our newest immigrant members.
· We call upon the U.S. Congress to enact a just and humane immigration reform bill.
No Torture for Any Reason Anywhere
We oppose torture whether by the United States or its agents under any circumstances.
Criminal Justice
· We support individual inmate assessment and rehabilitation to reduce recidivism.
· We must create realistic drug policy to replace the failed “War on Drugs” and rescind mandatory sentencing for nonviolent drug crimes.
· We support the treatment of mental illness and drug addiction as opposed to incarceration.
· We recommend separate trial and sentencing procedures for juveniles who commit serious offenses, dedicated juvenile facilities (not prisons) for rehabilitation, and an opportunity for parole for juveniles serving life in adult prisons.
Americans with Disabilities
· We support the rights of Americans with disabilities to participate fully in our political processes, the right to live in the least restrictive environment possible, and the right to direct their own medical care.
· We support efforts to end Colorado’s wait list for services for people with development disabilities.
· We call for the full implementation of the 1990 Americans with Disabilities Act.
Housing
We support a permanent and reliable State source for affordable housing funding.
Living Wage
We urge Congress to pass a minimum wage that allows a full-time worker’s family to live in dignity above the poverty line.
Equal Opportunity
We oppose the upcoming ballot initiative deceptively named “Colorado Civil Rights Initiative” that would destroy current affirmative action programs.
Human Trafficking
· We will engage in the fight against human trafficking, modern slavery, and forced labor, and we support the victims of human trafficking whatever their legal status in the United States.
· We, the Delegates, Alternates, and Staff attending the Democratic National Convention in Denver, Colorado, will not engage the services of the commercial sex trade. We recognize that a large percentage of the people in the commercial sex trade are victims of human trafficking and are being forced, against their will, to engage in these acts by pimps and traffickers.
ENVIRONMENT
Transportation
· We support increased access to and encourage the use of public mass transit, car pooling, bicycling, and walking.
· We promote the research and development of clean, alternative transportation fuels such as hydrogen, electricity, flex-fuels, etc.
· We support economic policies to reduce carbon emissions.
Environment
· We support policies that maintain and improve the quality of our air, water, and recreational resources.
· We promote the conservation of resources through recycling and reduced consumption.
· We support revisiting the United State’s role in global climate change and revising our position to become a signatory of the Kyoto Protocol.
Energy
· We support the adoption of a sustainable energy policy of increased reliance on renewable energy resources, clean energy generation, and energy efficiency.
Population
We encourage global population control to minimize our species’ impact on the world’s environment and resources.
Agriculture
· We promote agricultural policies and practices that minimize environmental degradation and maximize public health and consumer safety.
· We support sustainable agriculture including organic farming.
· We promote product labeling that ensures consumer information regarding pesticide use, state/country of origin, and genetic engineering.
· We support strengthening regulations requiring the humane treatment of farm animals and of animals used for scientific research.
Mineral Extraction
· We encourage the State of Colorado to review existing legislation in order to maximize the retention of severance tax revenues.
Wildlife and Public Lands
· We call for the preservation of all 58.5 million acres of roadless areas in the National Forest system, the inclusion of other deserving roadless areas in the Forest Service’s official inventory, and the designation of future forest wilderness areas.
· We support stronger state and federal laws and regulations to protect and preserve our public lands and wildlife from energy development.
LABOR
· We oppose the so called “Right to Work” ballot initiative.
· We support keeping labor law reform in the hands of the Colorado General Assembly.
· We support the rights of workers to join together in a union to bargain collectively.
RESPONSIBLE GOVERNMENT
· We support Repealing the Patriot Act and abiding by original FISA regulations.
· We support establishment of a U.S. Department of Peace.
· We support impeachment proceedings against Vice President Cheney and President Bush.
· We support the reduction of corporate media monopolies.
· Eliminate “pork barrel” projects/earmarking.
· We support policies that ensure the separation of church and state.
· We direct the U.S. Congress to condemn presidential signing statements that contravene the clear intent of legislation duly enacted.
· We support policies that make future Pentagon spending transparent and accountable.
· Veterans of any conflict not labeled a war on foreign soil must be accorded all the rights and privileges of veterans of foreign wars (e.g. Grenada).
· We support the immediate establishment of a truly independent Citizen’s Commission to fully investigate the events of September 11, 2001.
· We demand that the Congress heed its Constitutional mandate for oversight of the Judicial and Executive branches of our government.
Election Reform
· Ensure free, fair, and transparent elections using voter verified paper ballots.
· We support instant runoff voting.
· We support publicly financed elections.
· We, in the interest of promoting democratic principles and encouraging a more informed public, recommend that all duly certified Democratic Party candidates be included and allowed approximately equal time in all party debates and forums. This is particularly important when utilizing the airwaves that are a part of the public commonwealth.
· We support disbanding of the Electoral college and institution of popular election of Presidents.
· We recommend modification of the Democratic Party’s super-delegate structure.
· We support making national elections a federal holiday to allow maximum citizen participation.
· We support Election Day voter registration.
· We support the right of felons on parole to vote.
LOCAL ISSIES
Democratic National Convention
· The Democratic Party of Denver urges the DNC to utilize local contractors and vendors in the planning and execution of the 2008 National Convention.
· The Democratic Party of Denver is committed to respect the rights of all delegates to the Democratic National Convention and to protect the first amendment rights of all persons inside and outside the convention to present their views and positions to its delegates and the American people.
Elyria and Swansea
The Democratic Party of Denver supports the neighborhoods of Elyria and Swansea in their request that portions of I-70 be routed through tunnels to improve the health and well being of the residents.
